Job Description

Job Purpose

The Planning and Sustainable Development Service provides a comprehensive service to the Council and the position of Team Leader Building Control Surveyor provides the post holder with the opportunity to experience a wide range of work across the Building Control function at a professional level. The Team Leader Building Control Surveyor will assist in providing appropriate professional support to enable the delivery of an effective Building Control service and provide professional advice to the Council on a wide range of Building Control related matters.

The work will incorporate dealing with a range of Building Control Applications and related Building Control services functions to consistently high standards which meet Directorate objectives and demanding performance targets.

The post holder will be able to progress through the specified grades as experience and knowledge is gained and subject to passing the appropriate study/courses. Support, guidance and training will be given to the post holder to assist in effective delivery of the responsibilities and progression towards achieving the qualification.

Responsibilities

To lead and manage a defined range of the Service activities to:


  • Direct resources to specific projects and programmes of work, as agreed with the Head of Service or Group Manager.
  • Ensure delivery of services to customers which meet agreed performance targets, KPI and OSR
  • Ensure that legislative requirements and relevant professional standards are met or exceeded.
  • Contribute to service improvements to promote effective and efficient working, including through better use of information management technology.
  • Assist in the wider delivery of Service and Council objectives.
  • Ensure that staff are coached, developed and trained as appropriate including through the carrying out of staff appraisals.
  • To deputise as appropriate for the Chief Planning Officer, Head of Service or Group Manager
  • To act as a case officer and engage with prospective applicants and agents, members of the public in relation to Building Control applications.
  • To act as Partner Authority manager, engage with partners to achieve successful customer outcomes.
  • To apply a project managed approach to development proposals.
  • To work with elected members, service users and community representatives, and other stakeholders in ways which support open, responsive and accountable government, ensuring good governance compliance with financial and procurement procedures.
  • To be personally involved in casework of a complex, high profile or politically sensitive nature, including contact with elected Members, with the media and involvement in customer service complaint and Ombudsman investigations.
  • Plan, organise, co-ordinate, deliver, control and monitor areas of work within a context of budget pressures and funding restrictions.
  • Contribute to effective joint working within the council and across the city. Provide direction and support to colleagues, clients and immediate line reports, creating an organisational culture of shared accountabilities, learning and continuous improvement.
  • Promote new ways of working, partnership working and long-term relationships with key clients both internal and external to the council, to improve corporate priority outcomes and to ensure that developments and improvements remain focused on delivering outcomes for local people.
  • Promote and support positive solutions to achieve diversity and equality of opportunity in all aspects of service delivery, community engagement activity and human resource areas.
  • Manage all aspects of risk and be responsible for the safety of staff, clients and contractors in accordance with all statutory obligations and relevant health and safety policies.
  • Advise on and ensure compliance with the council governance framework, Contract Procedure Rules, Financial Procedure Rules, relevant legislation, internal procedures, and statutory undertakings; and maintain and contribute to the development of quality accreditations where appropriate for services.
  • Maintain knowledge and pursue continuous personal development in relation to relevant specialist subject matter, and local, regional and national issues.
  • To give appropriate and timely responses to customer enquiries on Building Control matters.
  • To manage and supervise work in connection with a range of Building Control functions. Dealing with domestic plan vetting and carrying out site inspections. Dealing with dangerous structures and demolitions. Dealing with small and medium commercial applications and site visits.
  • Ability to manage own case load with competing priorities whilst delivering on a range of projects within set timescales and ensure work is undertaken in a cost-effective manner. Responsible for monitoring the work undertaken and producing appropriate reports as required.
  • Liaise with colleagues and professional staff at all levels across the Directorate on different issues and to question and seek clarification on property issues. Understand the wider implications of planning, highway and legal issues.
  • Ability to interpret corporate visions and values and put into practice through agreed policies and strategies.
  • To represent the section in meetings or working groups and present reports clearly, succinctly, both in writing and verbally.
  • Ability to deliver projects within the context of sometimes conflicting objectives to ensure the most effective solution corporately.
  • Preparation of accurate reports in relation to the work undertaken and the preparation of technical and survey material.
  • Assist in identifying improved systems and procedures and contribute to their implementation. Ability to contribute to change programmes, improve service quality and support culture that drives up standards and performance.
  • To conduct work assignments with minimum direct supervision and in accordance with specified work programmes and timetables being responsible for supervising technical and support staff as required.
  • To act as the case officer and deal with a range of Building Control proposals and applications to work with Applicants, Agents and customers to determine a Building Regulation application.
  • To keep Elected Members, MPs, and customers appropriately informed on Building Control matters and deliver a high level of customer care.
  • To become involved in projects aimed at improving the quality and effectiveness of the service we provide as required.
  • To undertake such other duties commensurate with the grade of the post.
  • To take part in the 24hr Emergency Procedure rota as required.
  • To carry out any other duties as may be required which are commensurate with the responsibilities and grade of the post.


Qualifications Degree or equivalent qualification providing membership, CABE or MRICS for relevant professional body, or demonstration of significant successful and relevant experience at management level.

  • Ability to promote the Building Control service and encourage the use of our consultancy service.
  • Ability to research and share information on new Regulations, Technical matters giving training and presentations to internal and external professionals.
  • Ability to coach and mentor staff and other managers effectively to develop a culture of high performance.
  • Ability to analyse and present complex information in a clear and concise manner using a variety of presentational formats, with the ability to make technical or specialist information understood to non-specialists.
  • Ability to influence and give appropriate professional advice at a senior management level.
  • Experience in preparing of detailed technical and survey material.
  • Experience of undertaking site visits/inspections of property and land.
  • Experience of using IT databases for the collection and interpretation of property information.

  • Experience of assessing the suitability of Temporary Structures for outdoor events.

  • Experience of dealing with Dangerous Buildings and Structures without supervision.
  • Experience in dealing with Multiple Partners under the Partner Application Scheme.
  • Experience of managing and controlling budgets and resources.
  • Experience in challenging existing ways of working and driving through change, with a good understanding of managing change and its importance in delivering sustainable change.
  • Building Control degree with relevant experience and or a member of a recognised professional body CABE or MRICS.
  • Detailed knowledge of the statutory Building Control regulations and legislation within which Building Regulations decisions are made.
  • Understanding of how planning can contribute to the delivery of high-quality sustainable development and the achievement of sustainable communities
  • Ability to develop productive working relationships that command respect, trust and confidence.
  • Ability to deal positively and objectively with difficult people.
  • Specialist knowledge in a specific area of Building Control Expertise, Events, Structures, Safety of Sports Grounds, LABC Level 6 Competency or Fire Engineering.
  • Work effectively with a variety of partners organisations to deliver services; communicates and involves stakeholders and the wider community in new developments to encourage ownership and commitment.
