A large scale central government organisation, based in either Leeds, Manchester, Blackpool, or Liverpool.
Description
- Lead end-to-end procurement and sourcing activity, ensuring compliance with PA23, PCR 2015, and public sector governance requirements.
- Support the procurement of external resources and workforce-related services across BAU operations and strategic programmes.
- Manage supplier relationships and contracts, monitoring performance and driving value for money.
- Run further competitions through public sector frameworks, including CCS and similar agreements.
- Partner with Legal, Finance, HR, and business stakeholders to deliver compliant procurement solutions.
- Analyse workforce and commercial data to identify risks, opportunities, and continuous improvement initiatives.
- Support business case development, governance processes, and procurement strategy delivery.
- Manage multiple procurement projects simultaneously, balancing operational priorities with strategic objectives.
Profile
- Strong end-to-end procurement and sourcing experience within a public sector or regulated environment.
- Experience delivering procurements under Procurement Act 2023 and/or PCR 2015 regulations.
- Proven contract management and supplier relationship management expertise.
- Experience with framework agreements and running further competitions (ideally CCS/GCF frameworks).
- Background in contingent labour, workforce, recruitment, or external resourcing procurement.
- Ability to work effectively with Legal, Finance, and business stakeholders to deliver compliant procurement activity.
- Strong commercial awareness, stakeholder management, and communication skills.
Desirable
- Central Government procurement experience.
- Experience procuring digital services or specialist resources.
- Professional Services category experience.
Job Offer
Interim Procurement Manager role that is paying up to £600 per day (Inside IR35), this is an interim role for 6 months until March 2027. You will work in a hybrid manner (60%) from the North offices, either Leeds, Manchester, Liverpool, or Blackpool.
