We currently have a vacancy for an Outcomes Framework Lead to join our Evaluation Team.

As part of our Evaluation team, you will play a key role in supporting portfolio-level evaluation, helping us understand, measure and evidence progress towards the outcomes we are committed to delivering across the region. With strong coordination, communication, and project management skills, and a good understanding of evaluation, you will lead the implementation the Outcomes Framework, developing processes, training, and comms to ensure its effective roll-out. 

This role offers the opportunity to work collaboratively with a wide range of partners, stakeholders and delivery organisations, helping to build a shared understanding of what works and how we can achieve the greatest benefits for the people of West Yorkshire. As part of the Evaluation Team, within the Research and Intelligence Service in the Strategy, Communications and Intelligence Directorate, this is an exciting opportunity to join a multi-disciplinary team at the heart of evidence-based policymaking and investment decisions in West Yorkshire. Working in a dynamic and collaborative environment, you will contribute to the development and delivery of high-quality evaluation activity across the Combined Authority's programmes and priorities. You will work alongside specialists in research, analysis, and evaluation to generate robust evidence, support learning and continuous improvement, and help demonstrate the impact of our investments.

The Role 

 
Reporting into the Evaluation Manager, your key responsibilities will include:  

  • Collaboration with a variety of internal and external stakeholders, building relationships to inform the effective implementation of the Outcomes Framework and robust portfolio level Evaluation.  

  • Preparation of briefs, reports, press releases, training content, and communications to support the management and implementation of the Outcomes Framework and the dissemination of findings.  

  • Ensure that the Combined Authority’s project management procedures are followed in accordance with the Combined Authority Assurance Framework and that reports are planned and prepared for the relevant governance and committee meetings in a timely manner.

About You  

You will have the following key skills, attributes, education, and experience:  

  • Relevant professional qualification or experience in Project Management.  

  • Proven experience in the design of logic models in evaluation and the ability to apply this in policy development and formulation work. 

  • Strong communication skills with the proven ability to influence, negotiate and challenge.  

  • Experience of managing and coordinating diverse stakeholders to deliver a change programme or initiative.  

  • Capable of working in a multi-disciplinary environment and across functional teams to drive key objectives and priorities.
