Head of Digital Resilience and Business Continuity (BCDR) - #2154434

Protect the resilience of critical public services relied upon by individuals, businesses and the wider UK economy. The Insolvency Service, in partnership with Inspire People, is seeking a Head of Digital Resilience and Business Continuity (BCDR) with expertise in Azure Site Recovery (ASR), cloud disaster recovery, business continuity, cyber resilience and governance. Based in Birmingham, Cardiff, Edinburgh, Exeter, Ipswich, Leeds, Manchester, Newcastle or Nottingham on a permanent Grade 7 appointment, this role offers flexible hybrid working and a salary of £57,367 to £63,319 (National).

Building Digital Resilience Across the Insolvency Service

Insolvency Service is modernising its resilience posture and establishing an agency-wide Business Continuity and Disaster Recovery capability. This role will lead the strategy, delivery and assurance of disaster recovery across multiple Azure environments and suppliers, ensuring essential public services remain available during major disruptions including cyber incidents, infrastructure failures and other critical events.

As a Head of Digital Resilience and Business Continuity (BCDR), you will:

• Own the agency-wide BCDR strategy and roadmap
• Design and deliver Azure-to-Azure disaster recovery capabilities using Azure Site Recovery (ASR)
• Establish disaster recovery-ready networking, identity and infrastructure in secondary regions
• Lead recovery testing programmes, including tabletop exercises, failover testing and full rehearsals
• Define and assure supplier and third-party resilience requirements across managed services

Essential skills for the Head of Digital Resilience and Business Continuity (BCDR) include:

• Proven ownership of cloud-based business continuity and disaster recovery for mission-critical or public-facing services
• Expertise designing and implementing Azure Site Recovery (ASR) solutions across multi-subscription environments
• Strong experience defining and achieving RTO and RPO targets
• Knowledge of recovery plans, runbook automation and non-disruptive failover testing

Desirable skills for the Head of Digital Resilience and Business Continuity (BCDR) include:

• Advanced Azure Site Recovery implementation experience
• Azure Recovery Services and backup platform expertise
• CISSP certification
• Extensive ISO 27001 experience
• Knowledge of government business continuity audit requirements
• Experience working within central government or highly regulated environments
