DGCIO lead business facing technology functions dedicated to servicing the needs of MP and FS. The DGCIO is accountable for delivery and operations of all technology that the MP and FS rely on.

Job Description

An exciting opportunity to join the Future Data Systems (FDS) programme for a period of 8 months.

The FDS programme has been running for a number of years is part of the Bank's data portfolio that will transform how the Bank produces and makes statistics available. FDS will build a new statistical production system (STRATUS) on the Enterprise Data Platform (EDP). The programme is working with a Service Integrator and with them we have built a diverse, talented & results-driven team with our own people fully embedded in the programme.

The role will include:

  • Lead planning, execution, and delivery of the FDS, ensuring that milestones, quality, budget, and timelines are met.
  • Working closely with Bank, business and technology teams to identify deliverables on quarterly basis, ensuring regular reviews of technology resourcing to support the programme.
  • Be the primary technology contact for the third-party consultancy, managing contract obligations, deliverables, and integration with internal teams
  • Work closely with business/DSD (Data Statistics Division), data, and technology stakeholders to align requirements, report progress, and manage expectations.
  • Pro-actively identify, assess, and manage programme level risks and issues, including dependencies between internal teams and the third-party supplier.
  • Establish and maintain delivery governance, RAID logs, and regular reporting to steering groups and senior leadership.
  • Ensure effective adoption of delivery methodologies (Agile, Waterfall, or Hybrid) tailored to the needs of each workstream.
  • Support effective planning and management of data migration, system integration, and go-live readiness, in coordination with Technology and Business functions.

Minimum Criteria

  • Extensive knowledge of the various delivery methodologies, including agile.
  • Experience of leading projects or programmes and managing the delivery to a successful conclusion.
  • Team management experience.
  • Strong interpersonal and communication skills within similar delivery environments.

Essential Criteria

  • Excellent leadership skills with the ability to set direction, resolve conflicts.
  • Strong, practical experience with delivery methodologies, particularly Agile.
  • Strong people leadership experience, including the ability to create and implement a shared vision and delivery of outcomes.
  • Excellent planning and organisational skills.
  • Excellent at managing, influencing and building relationships with a wide network of stakeholders.
  • Willing and able to challenge appropriately and understand needs of key stakeholders; can deliver difficult messages while maintain good working relations.

Desirable Criteria

  • Experience using the Government Digital Services (GDS) Service Standard

  • Ideally experienced with associated IT qualifications such as ITIL, or other associated indicators of a solid background in technology delivery management.

Salary and Benefits Information

We encourage flexible working, part time working and job share arrangements. Part time salary and benefits will be on a pro-rated basis as appropriate.

We offer a salary as follows:

Leeds: £62,640 - £70,470

In addition, we also offer a comprehensive benefits package as detailed below:

  • A non-contributory, career average pension giving you a guaranteed retirement benefit of 1/95th of your annual salary for every year worked. There is the option to increase your pension (to 1/50th) or decrease (to 1/120th) in exchange for salary through our flexible benefits programme each year.
  • A discretionary performance award based on a current award pool.
  • A 8% benefits allowance with the option to take as salary or purchase a wide range of flexible benefits.
  • 26 days' annual leave with option to buy up to 12 additional days through flexible benefits.
  • Private medical insurance and income protection.

National Security Vetting Process

Employment in this role will be subject to the National Security Vetting clearance process (and typically can take between 6 to 12 weeks post offer) and the passing of additional Bank security checks in accordance with the Bank policy.
