We currently have a vacancy for a Contract Manager to join our Digital and Technology Services Department. 

This is an exciting opportunity to join the Digital and Technology Services (DTS) team as a Contract Manager, playing a key role in ensuring the Combined Authority's technology suppliers and partners deliver high-quality, resilient and value-for-money services. You will lead the end-to-end management of technology contracts and supplier relationships, while also owning and developing the DTS Service Catalogue as the authoritative source of technology services, ensuring service definitions, ownership, support arrangements and service levels are accurately maintained and aligned to business needs. Working closely with colleagues across DTS, Technology, Commercial, Legal and Finance teams, you will drive service performance, governance and continual improvement, ensuring services are well-defined, effectively managed, aligned to business priorities and deliver an excellent user experience. 

As part of a collaborative and forward-thinking team, you will have the opportunity to shape how technology services are procured, governed and continuously improved across the organisation. You will lead supplier performance reviews, contract governance activities and service improvement initiatives, using data and insight to maximise value, mitigate risk and support strategic decision-making. Reporting into the DTS Service Delivery Manager, your key responsibilities will include:  

• Lead the strategic management of technology suppliers, partners and contracts, ensuring the delivery of high-quality, secure, resilient, cost-effective and business-aligned technology services. 

• Own supplier performance and service governance, including service levels, contractual compliance, risk management and the DTS Service Catalogue, driving continual improvement and maximising value from supplier relationships. 

• Establish effective contract governance across DTS, providing training, coaching and assurance to service managers and service owners to help them understand, manage and fulfil contractual obligations while supporting informed decision-making and risk management.

About You 

You will have the following key skills, attributes, education, and experience:  

• Demonstrable experience of managing technology supplier and partner contracts, including monitoring performance, managing contractual obligations and delivering value for money outcomes. 

• Strong knowledge of procurement processes, contract management principles and supplier governance, with experience of leading supplier reviews, driving service improvements and resolving performance issues. 

• Experience of working within a technology or digital services environment, with a good understanding of IT Service Management (ITSM) principles and frameworks such as ITIL. 

• Experience of managing service performance, service levels and service catalogue information, using performance, commercial and service data to support effective decision-making and continual improvement. 

• Excellent communication, negotiation and stakeholder management skills, with the ability to influence, challenge and build effective relationships across technical, commercial and operational teams.
