We looking for an enthusiastic, motivated and innovative person who can lead teams of people in creating a positive and inclusive wellbeing culture across Environmental Services; supporting and working with teams responsible for refuse collections, cleaner neighbourhoods, tackling waste crime and operating the eight household waste and recycling sites across Leeds.

Environmental Services cover a wide range of functions, that together have over 830 staff spanning operational, back-office, supervisory and managerial roles.
Leeds is the second largest single Council in the UK; for example our refuse staff empty half a million bins every week, with 75 crews operating out of our modern depot at Newmarket House each day, 6 days a week. Our citywide Cleaner Neighbourhood Teams empty thousands of litter bins, remove flytipping, sweep streets, remove graffiti and pick litter 7 days a week and in all weathers.
As our Wellbeing Team Manager you manage a small team of people who are dedicated to health, safety and wellbeing; to work with and support colleagues across the service. Much of what we deliver is 6 or 7 days a week, all year round. Most of our operational staff work manually and almost entirely outdoors with limited, if any, access to IT. This presents an extra challenge when it comes to ensuring their health, safety and wellbeing.
This is great opportunity for you to develop and lead a forward thinking and motivated team, working across a variety of service functions to make a real difference to people wellbeing in the work-place, embedding equality, diversity and inclusion and ensuring compliance with all Health and Safety requirements.
The role is an exciting new development for Environmental Services and we looking for someone who can help shape the role and the team, whilst successfully managing a small team of people to implement Wellbeing, Health Safety and Equality Diversity and Inclusion strategies effectively.

- Experience of confidently leading and managing a muti-disciplinary team to achieve desired outcomes

Job Purpose:
To manage the Environmental Services Wellbeing team to provide high quality, flexible and responsive Wellbeing, Health & Safety and Equality Diversity and Inclusion advice and interventions to enable staff to feel good and be well at work. To ensure staff are able to work safely, are compliant with H&S legislation and that the workplace is inclusive for all.
- To develop and implement strategies that improve staffswellbeing and enable them to be their best at work, bring their whole selves to work, and be valued
- Providing a service lead on Equality, Diversity and Inclusion in the workplace for/through the Environmental ServicesLeadership Team.
- Managing the service level Health, Safety & Wellbeing (HSW) risk profile and priority areas.
- Implement corporate tools and management standards including the council wide HSW management system.
- Develop a positive HSW culture that enables colleague to be confident and competent to make good HSW choices for themselves and others.
- Manage and capture data and trend analysis for corporate use and local level trend analysis.
- Providing proactive, confidential, staff wellbeing support through the team, including signposting staff to relevant, supportive resources outside of the formal managing attendance/occupational health referral processes.
- Leading and managing a team to develop and deliver Wellbeing, H&S and EDI solutions to meet service and staff needs.
- Developing and maintaining effective relationships with other Council Directorates, external partners and agencies on Wellbeing, H&S and EDI
- Leading on the development and delivery of service wide Wellbeing, H&S and EDI projects and initiatives
- Being responsible for ensuring that an appropriate auditing and monitoring regime is in place that demonstrates that the service is taking proportionate steps to manage risks and to ensure that employees are working safely at all times
- Ensuring that the service has in place suitable and sufficient H&S controls including risk assessments, H&S plans, COSHH etc
- Providing leadership and daily line management to staff within the team in accordance with Council Policies and procedures and our values and behaviours
- Providing clear direction and motivational management to create a high performing, inclusive culture which drives continuous improvement whilst delivering service priorities
- Ensuring effective, positive and open relationships with all staff and trade union representatives
- Attending meetings and participating in Corporate and Directorate initiatives in relation to Wellbeing, H&S and EDI
- Providing timely and accurate reports in relation to service and staff performance that supports the effective operations of the service and assists managers with their Wellbeing, H&S and EDI obligations and responsibilities
- Overseeing service support with incident, accident and dangerous occurrence investigations and resolutions
- Providing information for and attending and presenting to the services Joint Consultative Committees with Trade Union
- Effectively communicating and presenting information on a range on Wellbeing, H&S and EDI issues to a wide range of audiences
- Liaising with managers across the service on thematic issues or staff needs and to make and / or implement any recommendations for improvement
- Keeping abreast of legislation, case law and developments in Health & Safety and professional practice and communicate developments and relevant information within the service areas as required.
- Ensuring all staff are supported to be their best at work through the work of the team, the service and the Corporate and Occupational Health offers
- Ensure accurate interpretation of legislation, procedural and policy guidance and relevant technical information to maintain consistency of decision making and guidance.
Essential Requirements It is essential that the candidate should be able to demonstrate the following criteria:
- Ability to provide leadership and management regarding workloads, projects and processes
- Ability to identify and implement culture change programmes, improve service quality and drive up standards and performance
- Ability to create a performance framework and culture that provides high efficiency and high quality outputs that link to Council priorities
- Ability to develop and implement service strategies to redress inequalities
- Ability to deliver training and presentations to a wide variety of audiences in a way that accessible to them
- Excellent communication skills, and an ability to communicate effectively with a wide variety of people and audiences
- Ability to work across service boundaries to achieve outcomes and objectives
- Ability to use own initiative to develop solutions to complex issues and problems to ensure effective delivery of service
- A good knowledge of Health & Safety legislation and in-depth understanding of wellbeing principles and practices
- Knowledge of mental health issues and up to date developments in wellbeing and support strategies
- Familiarity with relevant legislation and best practices in workplace wellbeing
- Detailed knowledge of relevant legislation, policies, challenges and best practice relating to wellbeing and equality, diversity and inclusion
- Demonstratable understanding of workplace and community issues in terms of Equality, Diversity and Inclusion and have the ability to develop and implement service strategies to redress inequalities
- Ability to carry out and record risk assessments and developing safe systems of work which are accessible to all
- Ability to use IT applications and management information systems effectively
- Ability to understand the complexities of working in a political environment including with ward members and Trade Unions
- Ability to manage a budget and achieve budgetary targets
- Ability to identify problems or risks, and propose resolutions associated with operational issues and service delivery.
- Experience of managing a multi-disciplinary team and ensuring a cohesive approach to service priorities
- Experience of leading, coaching and motivating teams and individuals
- Experience of working in a dynamic environment with competing priorities with an ability to adapt to changing circumstances
- Experience of auditing against legislation or standards
- A commitment to developing productive working relationships at all levels that command trust and confidence
- Ability to resolve potential conflict and to create an environment which fosters cooperation and trust
